Has your unit turned in it’s charter? Check out your status below. Completed, defect-free charters are due by Dec 31st! UNITS WHO DO NOT COMPLETE RECHARTER BY DECEMBER 31ST WILL NEED TO PAY THE INCREASE BSA NATIONAL FEES of $60 (youth) or $36 (Adult). This is a hard deadline — don’t delay, recharter today!
For example, a unit with 35 Youth and 15 adults would pay $1,710 if the charter is complete by Dec 31st, but if the charter is not completed until January 1st, 2020, would pay $2,700 — a $990 difference!

Rechartering Packet questions can be referred to your Unit Commissioner or Jim Bollback, Program Relations Executive at [email protected].
Online rechartering will not be available; all rechartering will have to be submitted via paper form within the Packet along with a Check for the Fees. The Rechartering Fee for the Units will remain unchanged for 2019; registration forms/fees turned in by December 31st, 2019 will only pay current fees of $33.00 for youth and adults for 2020, Thanks to the Northern Star Scouting who will cover the difference from the National BSA Fees.
The Background Check Disclosures and Authorization Form from each Adult Leader are also required to be submitted within your Rechartering Packet otherwise your Packet will not be processed. Adult Leaders, who do not complete the Background Check and Authorization Form by December 31st, will be removed.
New Scout Registrations who are added in January 2020 will be required to pay the increased Youth BSA National Fee of $60.00, and Adult Leader Registration will need to pay the increased National BSA Fee of $36.00.

Background Check Disclosures and Authorization Form
Please note that these steps must be completed before your 2020 annual registration can be processed.
- Review the separate disclosure document linked below that is being provided to you separately for your review. It is titled “Background Check Disclosure.”
- Once you have reviewed that, print the separate document titled “Additional Disclosures & Background Check Authorization.” Review the additional disclosures on that form, then complete and sign the Authorization using an ink/wet signature. Note: A print signature is required for this document. Electronic signatures will not be accepted.
- Turn in the signed “Additional Disclosures & Background Check Authorization” form promptly to your unit leader or local council service center.
If you choose to decline the background check, or if you do not complete the Additional Disclosures & Background Check Authorization form and return it to your unit leader or local council service center, your 2020 annual registration will not be processed.
Northern Star Scouting will cover the difference in national fees between current 2019 levels and the newly announced 2020 fees for all members and leaders of all units rechartering for 2020 by 12/31/2019. Delaying the implementation of increased fees will be made possible with the assistance of a strong 2020 Family Friends of Scouting Campaign, and council reserves.
Freezing the membership fees at 2019 levels will give member families and units more time to prepare for the transition next fall, to complete the rechartering steps that were already underway, and enable the council to generate new scholarship funds for families that need assistance in the future.
