District M – Steps to Success for Charter Renewal!
2021-2022 Unit Charter Renewal – Steps to Success for Charter Renewal
Scouts and Scouters – it’s time to start thinking about your Unit Charter Renewal! Beginning last year, Northern Star Scouting’s registration “year” was moved to match the School year – September – August. Along with this move, the process for registration was moved to an online system where families register directly with the council.
The charter renewal period is July 1 – August 31, 2021. All Units MUST recharter by August 31st – Unit charters not renewed by August 31 will expire on that date.
Key Items to Know about Unit Rechartering
- You do not need to have all youth or all adults registered in order for your charter to be posted – only the minimum adult leaders (see Step Four) and a minimum of five youth (see Step Five).
- The unit registration fee ($75) should be paid online
- Each unit will receive a Registration/Renewal Packet in the mail by July 1.
- This sheet has been prepared by our District to give you a quick summary of the steps you will need to follow.
- Step Three to Step Five can be completed simultaneously.
May – June Step One: Youth Protection Training Audit
- Review your unit YPT Aging Report.
- All adults whose YPT expires between July 1 and December 31, 2021 should complete the online training prior to July 1.
June – July Step Two: Chartered Organization Paperwork
- Each chartered organization will need to complete the Chartered Organization Approval Form and the Charter Agreement Form.
- Our District Executive will be contacting each chartered organization to secure this paperwork on your behalf.
July Step Three: Payment of Unit Registration Fee
- The person designated by the unit should pay the unit registration fee ($75) in the online unit renewal system as early in July as possible.

July – August Step Four: Adult New & Renewal Registrations https://www.lakeminnetonkadistrict.org/annual-registration-for-the-2021-2022-scouting-year-is-open-july-1st/
- As soon as possible, beginning July 1, the following adult leaders in your unit should complete their online registration renewal:
- Chartered Organization Representative
- Unit Committee Chair
- Cub Master or Scoutmaster
- 2 additional Committee Members
- 1 Den Leader (if a pack)
- The registration fee for adults is $42.
- If you anticipate a change in any of these positions after September 1, register the current leader and then complete a Position Change Form at the time of the actual change. Otherwise the posting of your charter will be delayed.
- Other new and renewal adult leaders may register anytime beginning July 1 – through the remainder of the registration year.
- Adults will be able to renew their registration for multiple units in the online system. HOWEVER, the BSA treats an adult registering for a unit for the first time as a NEW registration.
July – August Step Five: Youth & Renewal Registrations https://www.lakeminnetonkadistrict.org/annual-registration-for-the-2021-2022-scouting-year-is-open-july-1st/
- As soon as possible, beginning July 1, have five new or renewal youth registrations completed by the parents/guardians.
- The annual registration fee is $180; each unit will receive $20 in their unit account at the Council for all youth paid in full by October 31.
- Financial assistance is available for any new and renewing youth.
- Other new and renewal youth may register anytime beginning July 1 – through the remainder of the registration year.
August 31 Step Six: Celebrate!
- Your unit will be posted as soon as Steps Two through Five have been completed.
